I have already solved my problem.
Everything does work now. As appears, this problem is known at least for 
10 years.

I don't understand why there is such option "Keys to change layout(s)" 
in "Xkb options" if it has nothing with actual layout switching in TDE then.

I wanted to switch layouts with CTRL+Shift. I didn't want to use three 
keys to switch layouts.
The only solution was manually edit ~/.trinity/share/config/kdeglobals 
and change the line 'Switch to Next Keyboard Layout=Ctrl+Shift_L; 
Ctrl+Shift_R'. Why it can't be performed with Trinity Control Center (it 
reads Ctrl+Shift as Ctrl + ISO_Prev_Group or Ctrl + ISO_Next_Group), 
it's secret to me.

I'd really wish to be "Keys to change layouts" settings be unified.
