I have made a few tests. Changing the "Message body"  text size seems to work 
for all messages except html messages.

My guess is that html text size could be setup in the html code. Looking at 
one of the few html messages I got shows things like "ms-text-size 100%" 
and "font-size: 14px".

Konqueror keeps the icon size if you modify it with ctrl-mouse wheel. kmail 
does seem to do that.
