So Its apparently stopped, but only by disabling all tde display & monitor controls, if its enabled, it will powerdown the monitor in 7.5 minutes regardless of any settings otherwise, and if you look at it with an xset -q, its been reset to whatever something else thinks it should be. 450 seconds or 7.5 minutes.
