Werner has posted the definitive answer.  "%CURSOR" should be last line 
in your default reply and/or reply to list template.  Just checked and 
mine is set that way, it must have been the default some time ago as I 
don't remember ever changing it -  although at my age, not remembering 
is a common occurrence.  :-(
