On my system:

XDG_CONFIG_DIRS=/usr/kde/3.5/etc/xdg:/etc/xdg
XDG_DATA_DIRS=/usr/kde/3.5/share:/usr/local/share:/usr/share

Make apropriate changes for your system, then run kbuildsycoca.
