That's actually Gnome's Network Manager icon, which XFCE uses.  For TDE R14
you have to install network-manager-tde, then edit the file
/etc/xdg/autostart/nm-applet.desktop so it doesn't show up in TDE.  Change
the line that says:

    NotShowIn=KDE;
to: NotShowIn=KDE;TDE;
