That is not the issue..though the "TIP'  in the Help Center on focus does 
illustrate my frustration.

milliseconds. This is responsive, but it will let you slide over the corners 
of a window on your way to your destination without bringing that window to 
the front."

Mine is not windows but frames/panels within a window.. the icons in kontact 
used to be click to activate..now mouse over causes the various plugins to 
activate. I can't 'slide over' the icons on my way to the toolbar.
