It seems that pks.gpg.cz still has a problem - it returns 500 Internal Server 
Error. You can use another public keyserver:

  keys.gnupg.net
  pgp.mit.edu
  pgp.zdv.uni-mainz.de
  keyserver.quickbuild.pearsoncomputing.net
