this happens for me as long as I use Trinity from time to time as well 
using R14.0.0. I'm very sure that it also happened in the version 
before (R13 something).

I'm using German NoDeadKeys and normal German map. I have German 
NoDeadKeys as the default but from time to time it switches back to 
normal German with dead keys. Interestingly this also happens if 
German NoDeadKeys is my only choice thus I can not switch in TDE 
Keyboard Tool but the system is able to switch back to German 
DeadKeys.

I nearly never log out or shut down. I normally bring the system to 
sleep and wakeup. If it is related to this I don't know.

I don't see this behavior, seems to be something different.
