Given Haswell is >2 years old, it ought to work for everybody using it with
any distro as new as Jessie...

Obviously some kind of incompatibility between your hardware and the software
exists. Before giving up, or as suggested, filing a freedesktop DRI/DRM bug,
I suggest bringing your problem to
http://lists.freedesktop.org/mailman/listinfo/intel-gfx to see if it's a
known problem or one already solved in software you've not tried. Maybe ULT
is the problem rather than a more general Intel problem. Another possibility
is what you have is a warranty problem.
