Hi Diego,
if you are talking about working inside TDE, kdebinding is no longer the right package, having being renamed in tdebinding.
Also there is a number of supported packages that we maintain ourselves as sip and pytqt and other stuff.
You should check out those from the main GIT repo.
Using Ubuntu, you can also make use of the packaging scripts available in the packaging repo ;-)
