I find that there has to be a little empty space where you want to drop an
icon, or it won't drop there.  Often I have to move the taskbar to make some
space before I can drag & drop something, then move it where I want it.  I
don't remember if KDE 3.5.10 was this way (I still have it on one machine,
but it's not turned on now; I'll try to remember to check tomorrow), but
it's one of the very few kludgey things about TDE.  I've always meant to
look into it and maybe file a bug report, but haven't got around to it.

Could this be what you're seeing?
