I suppose that would be up to the list moderator.  There is a natural
incentive to use English; if one uses another language, usually there
are fewer people who can respond to the query.  On the other hand, if
one does not know English well, a limited number of answers is better
than not being able to ask at all so I would hope we would welcome
non-English queries from those who do not speak English.  Those of us
who are mono-lingual anglophones will just not be able to respond.
