The problem from technical perspective is that even though you select a
country, the states (translated as province) are the US.
This could be a fault in the implementation of the paypal interface or with
paypal itself.

The phone field shouldn't be mandatory.

I would love to donate too. But the paypal implementation renders it
unusable.
