I just found the problem, Mandriva moved the xdg install dir from 
/etc/xdg/menu to /etc/xdg/kde/menu. My packages are inconsistent, 
i'm installing the config files to /etc/xdg/menu, but trying to read 
them from /etc/xdg/kde/menu. Manually moving the relevant files to 
/etc/xdg/kde/menu has fixed the problem. I'll update my packages shortly 
to fix this for a normal install.
