Just setup Konqueror the way you like it, then click on "Settings" and 
save to "File Management", that should do it.  If you set it up for both 
instances that should take care or it. I've never used ctrl+t, I'm a 
mouse user. :-)

Between, I set it up in the menu and then put an icon on the 
Quicklauncher in the panel.
