Hello Mike,

in TCC -> Desktop -> Window Behavior -> Title Bar Actions / Window Actions

are a couple options to control window behavior with mouse clicks on the title 
bar and window area etc.

I have found no way to assign a mouse click to a specific shortcut for a 
program, though, at a glance.
