Not cheap, but rather thrifty; that used to be a compliment, not an insult. 
But now if we don't buy more than we need, we are not good consumers. 

If we have a contest for cheap and/or thrifty, I would bet that I am cheaper 
than you. But I'm not cheap about everything. I have been known to spend 
exorbiant sums on things I really want, but then I don't want much.
