This command comes from "net-tools" package...

I'm on Debian Stretch :-)
"network-admin" is in directory /usr/bin/

How to change dbus permissions ?

I solved the problem (not really, but ok) by reinstalling dbus,
(install --reinstall),
and put the command "network" in the menu by "launch in root".
Now I have the graphic window to make the configurations.

If I choose to remove dbus with --purge and reinstallation,
the system imposes to remove all the Trinity packages.
