although I agree with the substance of your comments, they strike me 
as unduly harsh. giving the OP the benefit of the doubt, he was trying 
to be helpful and may not have understood how he was coming across - 
translation across different cultural contexts often does this. in 
fact, I think he may simply not have understood that he was being told 
no the first time.

actually I would have been interested in his ideas for the site but 
it's really not my business.

the OP probably by now has grasped that his services are not wanted as 
the relevant parties are content with things as they are.
