Yes, it has. My use case is: running the GUI with my native language and when I need to start an application with English language. So the way would be just as described: switch global language settings and thereafter start the application, switch back and I would have a running german language GUI with one application with English language. I was thinking of a quicker, one command way to switch global language settings.
