Solved the part of trackpoint acceleration today:
Following https://wiki.archlinux.org/index.php/Mouse_acceleration I was able to slow down that pesky acceleration. The loution is to put this line in ~/.xsessionrc:

( sleep 10s; xinput --set-prop 'TPPS/2 IBM TrackPoint' 'libinput Accel Speed' -0.125 ) &

While this solved my immediate problem it still does not tell why tcontrol settings are ignored :-/
