Notice 'Enable icon mouseover effects' is not checked, but I have icon 
mouseover working, see quicklauncher mouse over, and 'Apply button' is 
grayed out.

Notice I have transparent panel, but 'Enable transparency' is not 
checked and the 'Apply button' is grayed out.

As a matter of fact no matter what you try to change the Apply button 
will be grayed out.
