Running Devuan Jessie, but maybe close enough. 

Myself, I never use Konqueror to browse the web, as I find it more useful as 
file manager. But since you asked, I looked under the hood, and there is 
no "standard" way to set it as default web browser (that is, like the "click 
me" button that you see in Mozilla browsers). 

1. Check settings & profiles, where you can have separate profiles for web 
browser and file management. You want to create a profile for web browser, 
where you decide about how to configure it for use online. 

2. Find an html file inside one of your Konqueror folders. Right-click and 
choose "open with", but (even if you see Konqueror in the list), go all the 
way to the bottom and choose "other", then choose Konqueror, and check the 
option "always use Konqueror" for such files. 

That is probably the best you can do from inside Konqueror's gui. Maybe there 
is a command-line way to make it default? Somebody else out there may know 
how to do that, and it would be good to know, especially if we can apply it 
to other browsers and programs. 

3. Find a better web browser. (Again, you probably have your reasons, but ... 
but ... ) Midori, Netsurf, Qupzilla, Arora, Seamonkey, PaleMoon, Lynx, 
Links2, Elinks, Dillo, Epiphany, Icecat, Tor Browser, Conkeror, Xombrero. And 
I haven't even got into the proprietary, non-free browsers like Vivaldi, 
Chromium, etc.
