I think it is simply not installing the file for some reason.

Extract from the deb package and put it there as work around and file a bug,
so that it is not forgotton. I will install TDE from scratch next and see
how it ends.

Can you provide steps to reproduce in the bug report and post the link to
the bug report here. I lost already track of what you did, but I have seen
it on one or two of my debian installations.
