Double check /etc/systemd/login.conf and make sure the following is in its
default setting:

#HandleLidSwitch=suspend

(the options are shown commented with the default setting)

If this has been changed, then I could see Gnome/TDE handling the suspend on
lid-close differently.

Others will have to chime in on why the TDEPowersave config is being ignored.
