I always write CDs/DVDs at 1/2 or a little more of the maximum speed of the
drive or the disk, whichever is lower.  It seems to get a better write than
using the max speed, because I never have write failures, and I have disks
that are almost 20 years old and still readable.

Sometimes you can get an old drive to spin up by giving it a quick twist
around the axis.  The idea is to make the platters move a little; then
sometimes it'll start.
