Not completely sure, but the chain to find it starts with:

Trinity Control Center >> TDE Components >> Spell Checker

then click Help.

Mine shows that TDESpell is using ispell.  From there you'll probably need to 
find what package they're in and then dig through their man pages?

PS:  LibreOffice uses it's own location for dictionaries and AFAIK does not 
hook into TDESpell.
