I don't have the icons enabled for mouse over on the panel, but

find /opt/custom/firefox/| grep icon

It could be that the mouse over opens the same icon, but as it displays it
bigger - it shows the pixels. This could be a bug as I see only one icon to
be set in the panel shortcut.
