The 403 error is due to an incomplete file transfer (in progress), so the public read permissions flag has not yet been set for that file. I am working with the mirror maintainer to get one full copy of the TDE archives on his high speed mirror, then I will let the other mirrors initialize from that high speed mirror. I apologize for the delay; TDE has been operating on a shoestring budget for the past several months due to a lack of donations and I cannot increase the project's upload bandwidth, even temporarily, as a result.
