The oxygen icon set for 3x has been around since before 4x was released. 
I actually like it, That icon set (without the rest of the oxygen theme) 
has been used here for some years on 3x now TDE. It is rather large (69 MB)

crystalsvg is however a perfectly good default, users add what they want.
