Unless you are using only official debian repositories and never
install anything from anywhere else - never use apt, only aptitude. Even if
it is unable to deal with your package mess - it will at least tell you
what exactly is wrong.

Btw, broken held packages on FRESH install?! I think you are omitting
something there...
