Turns out this was actually caused by the switch to libmagic vs. the
obsolete MIME detection system shipped with TDE 3.5.13.x.  TDE was not
properly detecting the desktop file MIME type and therefore was treating
the desktop files as plain text files, thereby preventing the file system
features from working.

Fixed in GIT hash 6ddd04b (tdelibs).  This fix will be part of R14 Final.
