That's not a bug, it's a feature -- TDE knows Chrome shouldn't be opening at all on a Linux system, so it puts it in an appropriate place. :) Seriously, though... First thing I'd fiddle with is Focus Stealing Prevention in Chrome. Window menu (top left) / Advanced / Special Window Settings / Workarounds check Focus stealing prevention, select Force.
