The only relationship between a file manager and a DE[1] is that normally every DE includes at least one GUI file manager, of which one is set to be the default file manager, entirely unrelated to default as may apply to the DE that starts when or after you login, or automatically on boot. "The" file manager always installed in Windows is Windows Explorer. File Managers in Linux include Konqueor (default in TDE & KDE3), Dolphin (default in KDE 4 & 5), Nautilus (default in Gnome), Midnight Commander (MC; available in any, default in none), among *many* others. IceWM is a DE. With TDE installed on an OS that uses a greeter instead of an auto-login, the desired DE for each login can be selected from the greeter menu. Apparently installing in the manner you did either didn't enable (or install a greeter) for you to be able to make such a choice, and/or didn't make TDE the default DE or greeter selection. Interface is not normally used as a synonym for DE[2].
