I'm using German NoDeadKeys and normal German map. I have German NoDeadKeys as the default but from time to time it switches back to normal German with dead keys. Interestingly this also happens if German NoDeadKeys is my only choice thus I can not switch in TDE Keyboard Tool but the system is able to switch back to German DeadKeys. I nearly never log out or shut down. I normally bring the system to sleep and wakeup. If it is related to this I don't know. > For example, in "Regional & Accessibility", I get two time > "Keyboard Layout". However, only the second opens the settings, the > other does not react.
